The Art of Guerrilla Filmmaking
Independent filmmakers working on a project constricted by a limited budget will sometimes have to resort to a film tactic known as ?Guerrilla Filmmaking.?? Guerrilla filmmaking is a type of filmmaking that does not involve obtaining the proper permission to film in public or private areas through film permits.? This is because independent filmmakers do not often possess the budget needed to spend the additional amount of money on film permits to finish the movie as they desire.? Instead, independent filmmakers who have to resort to guerrilla filmmaking tactics will break such laws as ?trespassing? or ?entering without consent? in order to capture on camera the scenes they may need.? This sometimes however can result in consequences such as warnings, fines, or even possibly jail time.? Although guerrilla filmmaking is illegal where filming is prohibited, this rule has never stopped some of the most famous directors from achieving the status that they have now such as Robert Rodriguez or even Spike Lee.?
The movie ?El Mariachi?, directed by Robert Rodriguez, only had a budget of $7,000 which was mostly earned by Robert Rodriguez donating his body to medical testing prior to the filming of the movie.? Due to the lack of budgeting, Robert Rodriguez had to film the entire movie ?guerrilla style? which eventually earned him the Audience Award at the Sundance Film Festival in 1992.? The movie ?El Mariachi?, spoken entirely in Spanish, was then picked up by Columbia Pictures and remade into the movie ?Desperado? starring Antonio Banderas and Salma Hayek.? Soon after, Robert Rodriguez not only earned a reputation as a famous director but also went on to write the book ?Rebel Without A Crew? to inspire other independent filmmakers about the art and success of guerrilla filmmaking.? Spike Lee?s full length feature film ?She?s Gotta Have It? only had a budget of $175,000 which later made $7,137,502 in the box office after he used guerrilla filmmaking tactics to complete his project.? This later inspired Spike Lee to write the book ?Spike Lee?s Gotta Have It: Inside Guerrilla Filmmaking.?? ?
Guerrilla filmmaking can take place almost anywhere such as a local high school or even a grocery store with very few customers.? Most times, small business owners will not mind a team of independent filmmakers filming in their location but larger establishments will expect film permits or even compensation checks as the filming may disrupt their business for the day.? Because of this, independent film teams will have to either find ways to build a larger budget or resort to illegal methods of guerrilla filmmaking to obtain the scene necessary for their project.? This action of course does not go without consequences but this is the risk that independent filmmakers will take in order to achieve the status of an established director.? ?

MOSCOW (AP) ? Russia's president held an unprecedented meeting Monday with opposition leaders, who said they were encouraged by his promises to make it easier for anti-Kremlin parties to take part in elections, but he was unwilling to meet protesters' main demands.
The protests, triggered by evidence of fraud in a December parliamentary election, have drawn tens of thousands onto the streets to demand free and fair elections. The movement took Russia by surprise after years of political apathy, complicating Prime Minister Vladimir Putin's bid to reclaim the presidency in the March 4 election.
In an attempt to assuage public anger, Putin and President Dmitry Medvedev have proposed some reforms to allow more political competition.
Opposition leader Vladimir Ryzhkov said after Monday's meeting that he was pleasantly surprised by the president's position on political parties. Overall, though, he said there was only about 15 percent agreement on how to move forward and Medvedev refused to consider a demand for new parliamentary elections.
He said Medvedev also did not respond to his proposal to form a permanent "round table" to bring together representatives of the president, the parties in parliament and the protest movement to work out a strategy for the formation of a "legitimate and effective" system of government.
Ryzhkov, speaking during a talk show on Ekho Moskvy radio, said the protests would continue until Russia's leaders understood that the parliament does not represent the will of the people and cannot be allowed to remain for the full five-year term.
Ryzhkov, 45, served in parliament from 1993 until the rules were changed in 2007 to block him and other independents from running.

There are many different types of coverage available that you can add, as an addition to your standard policy.
The standard policy, the watercraft liability insurance coverage, is required by law in most states. This insurance policy provides coverage in the event that damage occurs to a person or property as a result of actions taken on your boat. This is true whether or not it is during transportation or actually on the water. This is a law requirement in having this type of liability coverage, and each area will have its own requirements as to how much you will need. It is wise to consult with an insurance agent to find out what is necessary to meet the requirement of the law.
It is possible that medical payment coverage may be required in your area. This type of coverage pays for the medical expenses, up to a specified amount, for you and any passenger on your boat that result in an accident covered by the policy. As a suggestion, regardless of whether this insurance is required or not, it would be wise to consider it. Medical expenses as a result of an accident can become extremely high.
Another additional type of coverage to the standard liability coverage is the wreck removal and pollution coverage. This should also be strongly considered. If your boat sinks or is involved in an accident for any reason, you are required to remove it at once in accordance with the law. If oil or gas leaks into the water as a result of an accident, you will be fined. The wreck removal and pollution coverage provides coverage for this type of incident, without the coverage you will be required to pay for the removal and fines out of your own pocket.
Just like in automobile coverage, you should definitely insure yourself against uninsured boats as well. This works in the same manner as uninsured motorist insurance your automobiles. If another boater, who does not have any type of insurance or enough coverage, collides with your boat on the water, this coverage will pay for the replacement of your boat and any needed repairs.
Most all insurance policies you purchase should cover the boat, motor, and trailer used to transport your boat. Liability coverage is not the only type of coverage that you will likely need in many cases. Make sure that you protect your boat, optional coverage that includes theft, vandalism, losses caused by storms, fire, sinking, capsizing, stranding, and collision. Speak to your insurance agent and find out what type of insurance is required by your area and the types of coverage they can offer you.

Probe lifts veil on universe's brightest blasts
VANCOUVER, British Columbia?? Astronomers are closer than ever to understanding the brightest explosions in the sky, thanks to a NASA space telescope that sees the most energetic kind of light.
These bright flashes are gamma-ray bursts, and they occur when a big star dies and collapses in on itself to become an incredibly dense, incredibly small ball of matter called a black hole. As the star falls in, it expels its outer layer in a supernova, resulting in a bright release of light outward in all directions.

But sometimes an even brighter flash of light comes when the black hole, which is rotating very fast, sucks in matter and releases a thin jet of high-energy, high-speed radiation.
"The black hole is rotating rapidly, and as it is swallowing the matter from the star, the rotation ejects a jet of material through the supernova envelope," Pennsylvania State University astronomer P?ter M?sz?ros said here Saturday at the annual meeting of the American Association for the Advancement of Science. This gamma-ray burst temporarily becomes the most luminous thing in the universe.
To spot these brief spectacles, astronomers are taking advantage of the Fermi Gamma-Ray Space Telescope, which was launched in 2008 on a mission to observe gamma rays, the highest-energy form of light.
"Fermi is lucky to measure the highest-energy portion of the gamma-ray burst emission, which last for hundreds to thousands of seconds ? maybe 20 minutes," M?sz?ros said in a statement.
These jets of radiation move extremely fast, basically at the speed of light, which is generally thought to represent the ultimate cosmic speed limit. However, researchers would like to know the jets' speeds more precisely to further refine their theories.
"Fermi has done much better in measuring how close to the speed of light the jet gets," M?sz?ros said. "But we still don't know if it is 99.9995 percent the speed of light or 99.99995 percent the speed of light."
Though astronomers have a general handle on what causes a gamma-ray burst, many aspects of the process are shrouded in mystery. One particularly thorny aspect comes from the fact that the explosions, and the black holes at the heart of them, involve extremely large masses and very tiny spaces.
Scientists use two theories to understand these realms. Albert Einstein's general theory of relativity covers things that are very large, such as huge masses. And the theory of quantum mechanics reigns over things that are very small, such as tiny dimensions. However, these two theories are incompatible with each other, and scientists don't know how to reconcile them.
"We have been able to rule out the simplest version of theories which combine quantum mechanics with gravity, although others remain to be tested," M?sz?ros said.
The researchers hope that with more observational data from Fermi and other instruments, they will be better able to refine the theories that describe gamma-ray bursts and other extreme occurrences in the universe.

VANCOUVER, Canada -- Studying the origin of life at its building blocks offers a unique perspective on evolution, says a researcher at Michigan State University.
Robert Root-Bernstein, MSU physiology professor, will answer the question of why a physiologist studies the origin of life at the annual meeting of the American Association for the Advancement of Science Feb. 16-20 in Vancouver, British Columbia.
Paleontologists study ancient life and reason that each species is a modification of the previous generation. Geneticists embrace this theory and trace the lineage of genes. Root-Bernstein wondered if there could be another level of paleontology embedded in the molecules that reflect evolution from the earliest stages of life and found in prebiotic chemistry, the study of chemical reactions that may have sparked the beginnings of life.
"By studying modules built from very simple chemicals, I'm hoping that it will lead to an understanding of a molecular paleontology in modern systems," he said. "Whether it's a human or a bacterium, we're all made from the same basic modules that have more than likely been around since the beginning of time."
For example, one aspect of Root-Bernstein's research is studying the small glucose binding sequences that occur in all protein and peptides like insulin. Focusing on these basic building blocks could provide new insights into diseases such as diabetes.
Having the characteristic of taking a nontraditional view has helped further Root-Bernstein's research.
"Albert Szent-Gyorgyi, the physiologist who discovered vitamin C, once defined discovery as seeing what everyone else sees and thinking what no one else thinks," he said. "I often find that phenomena that are obvious to other people are not obvious to me."
Root-Bernstein's ability to seek the common chemical building blocks between bacteria and humans formally known as molecular complementarity, is a distinctive view. This shared set of modules could be the basis for the evolution of the chemicals systems on which life is based, he added. It could, in fact, be the essential agent controlling evolution at every level.
"I study molecular complementarity mainly because I'm a pattern seeker, even when I was an undergraduate," Root-Bernstein said. "I hope to help answer how life evolved to take advantage of molecular complementarity so that the two concepts are virtually synonymous."

'Jacuzzi vents' model CO2 future

A UK scientist studying volcanic vents in the ocean says they hold a grave warning for future marine ecosystems.
These vents have naturally acidified waters that hint at how our seas might change if atmospheric carbon dioxide levels continue to rise.
They are conditions that would make it harder for corals and similar organisms to make the hard parts in their bodies.
Dr Jason Hall-Spencer's work suggests our oceans could lose perhaps 30% of their biodiversity this century.
The Plymouth University researcher has been presenting his latest findings to a major conference in Vancouver, Canada.
"I am investigating underwater volcanoes where carbon dioxide bubbles up like a Jacuzzi, acidifying large areas of the seabed, and we can see at these vents which types of organisms are able to thrive and which ones are most vulnerable," he told the annual meeting of the American Association for the Advancement of Science (AAAS).
Dr Hall-Spencer treats the vents like a time machine. As he swims towards them, the pH level of the water falls and he can use particular locations to simulate what the open ocean will be like in the decades ahead if emissions of atmospheric CO2 go unchecked and much of the that gas is absorbed into sea.
"What we see as you swim along a gradient of carbon dioxide, up to levels we expect for the end of this century, is diversity loss.
"As you go along that gradient, species drop out of the system," he told BBC News.

The GSMA has advised the government authorities that they should do everything to avert the strike and we have been assured that negotiations are ongoing in order to try and resolve the issues.
In the event the parties do not reach agreement, comprehensive contingency plans are in place to ensure that all participants of the Mobile World Congress have unfettered access to and from the Fira during all days of the event. We will announce the details of those contingency plans as necessary should the strike take place. The GSMA remains confident that the issues will be resolved and that there will be little, if any, impact to the Mobile World Congress.
Further, the Barcelona government has offered the GSMA its strong assurances that Mobile World Congress attendees will not be affected and all participants will be able to arrive and depart the event safely and without disruption.

Iran to load own nuclear fuel rods in Tehran reactor (Reuters)
TEHRAN (Reuters) ? Iran will load domestically made nuclear fuel rods into its Tehran Research Reactor on Wednesday for the first time to keep it running, a senior official told a national news agency.
Tehran had announced in January that it had successfully manufactured and tested fuel rods for use in nuclear power plants, a move to show that international sanctions are failing to stop it making advances in nuclear know-how and to strengthen its hand in any renewed negotiations with six world powers.
"The first home-made nuclear fuel roads will be loaded in the Tehran Nuclear Research Reactor in the presence of President Mahmoud Ahmadinejad," Ali Baqeri, deputy head of Iran's Supreme National Security Council, told student news agency ISNA.
The Tehran reactor produces radio-isotopes for use in medical treatments and agriculture.
Iran says it was forced to make its own fuel for the Tehran reactor after failing to agree terms for a deal to obtain it from the West to replenish imported Argentinian stocks expected to run out in the near future. But many analysts doubted Iran would be able to convert its uranium into special reactor fuel.
The West accuses Iran of covertly trying to develop the means to produce nuclear bombs with its uranium enrichment program. Iran, the world's No. 5 crude oil exporter, says its nuclear facilities are part of a peaceful energy program and it would retaliate for any attack on them.
The most recent talks between world powers and Iran failed in January 2011 because of Iran's refusal to suspend its sensitive uranium enrichment work, as demanded by several U.N. resolutions and major powers.
But Iran says it is ready to hold fresh talks with no preconditions. "We will also send a reply to the EU's foreign policy chief (about nuclear talks) today," Baqeri said.
