Japan unveils 10% energy-saving target

Japan on Friday said its industrial heartland must cut electricity use by 10 percent this summer as the country grapples with a power shortage in the aftermath of last year's Fukushima atomic crisis.

A week after ordering the restart of two nuclear reactors, ending a brief period without any atomic power generation, the government said the expected shortfall would not be quite as bad as earlier thought.

Prime Minister Yoshihiko Noda and other senior ministers had previously said they wanted a 15 percent cut in peak electricity usage in and around the industrial hub of Osaka in western Japan from July to September.

But the bringing back online of two idled reactors at Oi has eased the expected crunch. The reactors are due to begin generating power in late July.

A power-saving order was issued last year as nuclear plants began to be shuttered in response to public disquiet over the technology in the months following the tsunami-sparked meltdowns at Fukushima.

But the cuts sparked complaints from businesses and fears manufacturers would move production overseas.

Prior to the quake-tsunami sparked Fukushima crisis, nuclear power supplied a third of Japan's electricity needs. In the months since, power companies have been increasingly dependent on imported -- and expensive -- fossil fuels.

Policymakers fear Japan's electricity demand could outstrip supply as summer temperatures soar and air-conditioners get cranked up, a worry for companies already battling uncertain economic times both at home and abroad.

China's coziness with Bhutan rings security alarm for India

NEW DELHI: India confronts a new strategic situation in its neighborhood as its staunchest ally Bhutan prepares to establish full diplomatic ties with China. Until now, Bhutan had been the only South Asian country where China did not have a presence. That is about to change.

After a surprise meeting between Bhutanese PM, Jigme Y Thinley and Chinese premier Wen Jiabao on the sidelines of the Rio+20 summit in Brazil, the two countries reportedly discussed ways to resolve their border dispute.

While Bhutan and China have had a long dialogue on the border dispute, India would be interested in the contours of any resolution as it would have huge implications for its strategic calculations in the region.

Chinese media quoted Wen as saying, "China is willing... to establish formal relations with Bhutan, resolve the border issue between the two nations at an early date, strengthen exchanges in all areas and advance Sino-Bhutanese relations to a new stage." Wen told Thinley that China respects Bhutan's choice for its developmental path according to its own national conditions. Thinley reiterated Bhutan's stand on a One-China policy.

However, there was no corresponding confirmation from Bhutan. Sources said Thimphu had clarified to New Delhi that they had not given any commitment to Beijing yet. But the Rio meeting was not accidental since a special Chinese envoy had been sent to Thimphu recently for talks with the Bhutanese government. But as Indian officials said, it's not as if Bhutan and China have no ties - the Chinese ambassador, for instance, was invited for both the coronation of the young king as well as the royal wedding last year.

India has huge economic and security stakes in Bhutan, and is its closest neighbour. But India's strategic policymakers have anticipated Bhutan's shift in stance. Long used to being its window to the world, New Delhi now has to get accustomed to the fact that a new Bhutan is on the rise and will make choices apart from India.

After the king devolved power to a democratic system, the elected government has taken several steps to diversify from Bhutan's almost complete dependence on India. India will have to take a more mature approach to Bhutan wanting to spread its wings, if it doesn't want to antagonize its closest neighbour.

Bhutan is vital to India's security calculus not only vis-a-vis China, but also in tackling some of the north-east insurgent groups like its crackdown on the ULFA groups in 2004. Bhutan's position in the Chumbi Valley, the tri-junction with India and China, makes its border resolution decisions key from a security point of view for India.

Some Norwegian women with birth anxiety face additional trauma in their meeting with the country's health service, according to research carried out in Stavanger.

The Cesarean section rate is rising in most developed countries and many pregnant women around the world suffer from a fear of childbirth. In Norway, birth anxiety affects one in five pregnant women and can prompt some to demand a Caesarean delivery. But the question is how afraid a woman must be before her wishes are heard.

Unlike many other countries, Norway does not give women an automatic right to a Caesarean although their wishes are meant to be taken into account in the assessment.

"A number find their anxieties are not taken seriously," says postdoctoral researcher Ellen Ramvi at the University of Stavanger (UiS). "This has a big effect on the way they experience the birth and its aftermath."

The case histories of five women who gave birth vaginally after requesting a Caesarean were studied by Ramvi and midwife Margrethe Tangerud at Stavanger University Hospital.

They wanted to identify how these expectant mothers experienced their reception by health personnel when they asked for the operation.

Their research shows that the process of reaching a decision on how the baby is to be delivered is difficult both for the women themselves and for the midwives and doctors.

Legitimate the fear

The women covered by the study reported they had difficulties feeling secure about giving birth and about their relationship with the medical personnel.

"We interpreted our interviews to suggest that some women 'deserved' to get help and understanding for their birth anxiety," explains Tangerud.

"That applied to those expectant mothers whose fears could be explained and understood by the health personnel. When the latter could find no obvious reason for the birth anxiety, the women experienced little understanding of their wish for a Caesarean."

In other words, the women felt that they had to legitimate their fear of giving birth in order to be met with any respect by midwives and doctors.

"Every woman has the right to have her anxieties taken seriously," says Ramvi. "That also applies to the ones who can't explain or don't understand the reasons for their own fears."

"The most important job of midwives and doctors is to take account of the woman's anxieties, not to attempt to treat these concerns."

Inhumane decisions

One of the women in the study reported that her anxiety was so great that she felt prepared to sacrifice the baby to avoid a vaginal delivery.

"Being told that I'd have to give birth that way was awful," she said. "I thought I was going to die. The doctor looked so stern. I felt he was cross. I think you can become so afraid of giving birth that the child becomes unwanted."

Another of the subjects said: "Nobody listened when I tried to explain my position. I was quite simply not given a choice. It was an inhuman decision."

Three of the women in the study had a difficult time with their child after the birth, and had substantial problems in bonding with it.

Ramvi and Tangerud believe that health personnel must help women with birth anxiety to break out of a vicious circle where they fight their fear before, during and after birth. The anxiety often carries over to a subsequent pregnancy.

"Midwives and doctors mustn't make a bad position worse," says Tangerud. "They must respond with an active and open dialogue and by respecting the feelings these women are suffering from."

"Health personnel must be aware that women have the right to participate in the decision on Caesarean or vaginal delivery," agrees Ramvi. "Expectant mothers must feel that their voice is heard on the way to reaching this decision."

Android fans have been largely cut out of the Nike+ ecosystem, but that changes tonight: the shoemaker has kicked off a major redesign by giving the Google faithful their own version of its GPS-based run tracking app, now called Nike+ Running. Both it and an ample version 4.0 remake for iOS make starting a run that much quicker, and the whole experience has been tuned to compare runs and set goals without having to squint too closely at a phone that should be far from your mind. Some may be unable to access Apple's iCloud services

Uh oh! According to a status message on Apple's iCloud support page, some folks may be unable to access the service.

There aren't too many details available at this point. Apple's support page explains that only some users are affected by the issue and that "[n]ormal service will be restored ASAP."

BGR's Jonathan Geller writes that iCloud, iMessage, and even Apple's developer portal are affected but no one on msnbc.com's tech/sci team (nor any of the friends I hastily messaged) encountered any issues with any of the services.

Coast Guard probes link between hoax distress calls

Coast Guard officials are investigating a possible link between last week's false distress call reporting a yacht explosion in Sandy Hook, N.J., and another recent distress call off the waters of Galveston, Texas, NBCNewYork.com reported Tuesday.

Coast Guard officials said at a news conference Wednesday they are investigating suspicious similarities between the two calls and trying to see if they are connected, including whether the same male caller made them.

In?last Monday's false distress call, a man contacted the Coast Guard on a radio line, reporting an explosion on a boat called the Blind Date about 17 nautical miles east of Sandy Hook.

The caller described himself as the captain in the 20-second call.

"We have three deceased, nine injured. We've had an explosion on board, that's why we're taking on water ... I'm going to stay by the radio as long as I can before I have to go overboard," the caller says in the audio clip released by the Coast Guard.?

In a similar distress call in Galveston, Texas in May, a man told the Coast Guard, "This is fishing vessel Scallywag. We're about two miles from the channel... We have an on-board emergency. We are taking on water, sir."

Authorities point out the same terminology was used by both callers and included nonstandard nautical phrases like "taking on water" instead of "sinking." The callers also used terms?such as?"souls on board" elsewhere in the calls to describe the number of people aboard and "beacon" to described a supposed automatic signaling device on life rafts.

In both cases, the callers specifically contacted a Coast Guard Vessel Traffic Service and said their GPS systems weren't working. The two hoax calls each sparked massive search and rescue efforts.?

Coast Guard Capt. Gregory Hitchen said Wednesday that a reporter from the Houston area called its investigative unit after learning of the hoax call in New Jersey.

The Texas case had not been declared a hoax when it was made in April, but was classified as an unresolved distress call, Hitchen said. Investigators listened to the audio and "put together enough similarities," he added.

Dennis Walsh, a retired NYPD detective and a forensic audio expert, said while the voice print won?t necessarily identify the caller, it can help with the investigation.

?It makes the interview evidence process easier because it?s really cogent evidence to lay a voice print in front of a suspect,? said Walsh.

Hitchen urged anyone with information about either call to contact investigators.

"These cases are very difficult to solve without help from the public," he said.

There is currently a $3,000 reward for any information leading to the arrest and prosecution of someone involved in the New Jersey call.

Lumia 900 owner vents Windows Phone 8 frustrations, Stephen Elop responds

If you've been following our Windows Phone 8 coverage today, you know that anybody who buys a Windows Phone today will not be able to upgrade to WP8 when it ships this fall. If you were an early adopter that's not such a bad deal, but if you bought a Lumia 900 oh, say, three weeks ago you might be upset -- and rightly so. And rightfully angry is Luke, who sent us an email he fired off to Nokia's Stephen Elop and AT&T's Ralph de la Vega in which he asks why he shouldn't, right now, turn around and return his phone.

I just watched the Windows Phone 8 announcement and learned that the Lumia will not be upgradeable to WP8, it will more or less get a skin with the new live tiles and a few other features... at the end of the day unless one of you responds and convinces me to stay with Microsoft Windows Phone, Nokia Lumia or Att wireless I will just wash my hands of all three companies and move over to Verizon.

Surprise surprise, Elop responded very promptly, stating:

We have a lot of exciting capabilities coming as part of a pattern of updates for the existing Lumia products. This includes some of the most significant visual elements of WP8 - for example, the new start screen. As we have always been, Nokia is committed to delivering a long term experience to any purchasers of our products.

Granted, Nokia is bringing some nice updates to current Lumias, like some Scalado-augmented photo magic, but Elop's mention of "significant visual elements" leaves us wanting. We're waiting to hear what Luke's going to do, but here's your chance to weigh in. What do you think he should do? Full emails are after the break.

Toy Robot Transforms iPhones Into Pet Dogs | AdFlipoff

Smart Pet is an electronic pet, controlled via your smartphone. This dog robot was created by toymaker Bandai and debuted at the 2012 International Tokyo Toy Show yesterday. Only compatible with iOS so far, the toy comes with the Smart Pet app which allows users to interact with the dog. Microsoft Publicly Outs Windows Phone 8, Outlines Developer Support, Shipping This Fall

photoUp until today, Microsoft hasn't publicly acknowledged the existence of Windows Phone 8 (codename Apollo). After an unfortunate leak last week and a video meant for hardware partners prior to that, a handful of new features in the next build have already been outed. But like most leaks, it doesn't quite paint the whole picture. They rarely do. Microsoft is shifting the core kernel of Windows Phone over to one that's a bit more familiar to developers. Yes, Windows 8 and Windows Phone 8 will be incestuously intertwined at its NT kernel core, the same one that's been used in Windows proper since XP. The long term vision is to have a unified operating system but at this moment the notion of 'writing once for all platforms' doesn't apply. It will eventually but there are some baby steps to get to that point. A shared core benefits everyone involved: consumers, developers and hardware partners. While Windows Phone 7 apps will work on Windows Phone 8 the same won't be true in the opposite direction.

Unity is about to give a jolt to the Linux gaming community with version 4.0 of its engine. The Penguin has been "underserved," according to the game engine company, so it'll now join the list of supported operating systems alongside Windows, OS X, iOS, Android, Xbox, PS3 and Wii. Developers will also get the new Mecanim system for making character animation easier, on top of DirectX 11 for Windows and Flash publishing options. Details are in the video after the break, but it's good news considering how Linux's namesake just decried the lack of love for the platform.

You know what they say: bigger is always better. With that in mind, Sharp's taken the wraps off of its flagship 90-inch AQUOS LED TV, and in the process dubs it the world's largest (sorry, 80-incher). At first glance, this enormous smart television is everything you'd imagine and more, led, naturally, in large part by that gorgeous 90-inch (diagonally) LED screen. Sharp's new AQUOS measures in at 4 feet in height, 5-inches in thickness and weighs in at a mere 141 pounds (without the stand). The company's also done a nice job of stuffing a good amount of software inside the 1080p-capable AQUOS, including apps such as Netflix, Hulu and Vudu. Additionally, Sharp is throwing in a pair of three-dee glasses, which should come in handy during your precious movie night with the family. Best of all, it's up for grabs now, but prepare your wallet to take a major hit, as you'll have to shell out $11,000 to get one of these in your living room.
